New partnership to plan services for children and young people

A new partnership has been formerly established to plan services for children and young people across Northern Ireland. The Children and Young People’s Strategic Partnership (CYPSP) has been set up to improve the wellbeing and the realisation of rights of children and young people across the province.

The new regional group is a cross sectoral, strategic partnership, consisting of the leadership of all key agencies who have responsibility for improving outcomes for all children and young people in Northern Ireland including health, social services, education, policing and housing as well as representatives from the voluntary and community sectors.

What is Children's Services Planning?

The overall aim of the Southern Area Children's Services Plan is to meet the needs of children and young people who are vulnerable, so that they can reach their full potential and be socially included members of the community, as children and adults.

CSP is managed by a partnership called the Southern Area Children and Young People's Committee, which is made up of statutory, voluntary, community and black and minority ethnic groups.  The detailed work is carried out in a number of working groups, to gain a full picture of:-

  • What do vulnerable children and young people need?

  • What is being provided at present to meet these needs?

  • How well these services are meeting the needs, and;

  • What should change in the future so that these needs are met more successfully?

Which Children and Young People are we talking about?

Children can be vulnerable for many reasons.  We call the reasons 'needs'.  CSP has planning groups to address the following needs:-

  • Family support
  • Disability
  • Young Carers
  • Emotional and behavioural difficulties
  • Looked After Children (ie those in care)
  • Young people leaving care
  • Homeless young people
  • Children and young people suspended or excluded from school
  • Young people in trouble with the law
  • Black and Minority Ethnic children and young people
  • Domestic Violence

We also link into the work on:

  • child protection through the Area Child Protection Committee
  • the Childcare Partnership's work, which draws together information on childcare and early years services
  • the Southern Area Action on Travellers which draws together organisations that can support Travellers in meeting their needs.

IMPORTANT

It is very important that the right people feed into the planning process.  The right people include:-

  • Children and young people
  • Parents and carers
  • Communities
  • People who work directly with children and young people
  • Managers
  • Organisations
